Brazil as Part of a New Global Cultural System

The chapter analyzes the transformations in the Brazilian communications system, taking into account its relationship with the more general dynamics of capitalism from the Brazilian Political Economy of Communication (PEC) perspective. The chapter first situates the Cultural Industry as a mediation instance characteristic of monopoly capitalism, which contributes to the ideological reproduction and accumulation of capital, as well as to the translation, which includes appropriations and resistance, of these logics in the daily life of society (Bolaño, The culture industry, information and capitalism. Palgrave Macmillan, 2015). Based on the historical development of the Brazilian Cultural Industry (Caparelli, Televisão e Capitalismo no Brasil. L & M, 1982; Ortiz, A moderna tradição brasileira: cultura brasileira e indústria cultural (5th ed.). Brasiliense, 2001) and its globally dependent international position, the chapter discusses the changes that led to the reconfiguration of the sector, associating them with capitalist restructuring, which culminated in the formation of a new global cultural system in the context of the rise of digitalization and the Internet, a process led by the so-called digital platforms (Bolaño et al., Para a análise teórico-metodológica das plataformas digitais como estruturas de mediação a partir da Economia Política da Comunicação. To this end, it examines digital service markets centered on content (streaming services, information search engines, social media, and websites). We recognize elements characteristic of subimperialism (Marini, Brazilian Subimperialism. Monthly Review, 23(9), 14–24, 1972), while pointing out that the current situation is best understood in terms of the positioning of countries in the international division of labor, as part of capitalist competition (Dussel, Hacia um Marx desconocido.
