Under the background of China’s efforts to promote the modernization of national governance and enhance the international discourse power, a correct perception of the comparative characteristics and global values of China’s governance is particularly important. This study selects 20 worldly influential governance indices to analyse China’s scores and rankings from 2000 to 2020. The analysis shows that the overall evaluation of China by these indices is at a moderate level, with a slight trend of increase. At the same time, there are significant structural differences. The evaluation reflects the characteristics of governance supply in China as a developing country on the one hand, and the limitations in the design and operation of the indices. This article argues that international governance indices should be correctly understood and used based on the dialectical recognition of the particularity and generality of good governance, in order to successfully “address Chinese issues” and “tell Chinese stories.”
