The United Nations Framework Convention on Climate Change (UNFCCC), adopted in 1992, advocates for Parties to undertake “common but differentiated” responsibilities for emission reductions, emphasizing that “Parties should protect the climate system for the benefit of present and future generations of humankind, on the basis of equity and in accordance with their common but differentiated responsibilities and respective capabilities.” The Convention reflects two dimensions of equity in addressing climate change: regional equity and intergenerational equity. Among these, regional equity mainly involves the issue of responsibility sharing among countries in addressing climate change. As part of the carbon mitigation “time–space–efficiency–benefit” (TSEB) coordination theory, this chapter focuses on the issues of regional fairness and inter-subject game in climate governance. It constructs a spatial coordination method and applies it to the study of the optimal emission reduction path at the global and national levels. It scientifically answers the questions of the sharing of emission reduction responsibilities among regional subjects and the coordination between local and overall emission reduction, providing a methodological basis for coordinating local and overall emission reduction.
