Since the beginning of civilization, land has been used by humans as their most basic resource for subsistence. However, over time, land has been exploited more and more for development, particularly in metropolitan areas. In the recent era, the land use pattern has changed drastically in most urban areas due to unprecedented population growth which leads to haphazard urban development and various facing issues like congestion, change in climate, mobility issues, disasters, air pollution, and noise pollution. Even Sustainable Development goal (SDG) 11 mentions these issues and aims to address them. The issue of Land use planning is more critical in hill Cities of India as these cities are going through rapid urbanization with unplanned development, which has resulted in various challenges in hill cities These issues need a structured and holistic framework for systematic urban development to make the cities sustainable and resilient to those challenges. The paper aims to underneath the process of land use planning in India and abroad, its brief description with case examples, and the efficacy of the land use processes in these hill cities. Also, the best practices of hill cities of abroad such as of Thimphu (Bhutan), Kathmandu (Nepal) and various cities of US are compared with the Indian Hill towns such as Bilaspur (Himachal Pradesh), Lavasa (Maharashtra) and New Tehri (Uttarakhand) in order to identify any lacunas and issues in the land use planning techniques used in Indian hills by highlighting differences between the processes followed in the fragile areas along with various measures that need to be addressed in the land use planning process for hill cities.
