This chapter sorts out existing regulatory rules and proposes suggestions for strengthening monitoring, evaluation, and early warning of ERLs, including using advanced technologies for real-time monitoring of ecosystems within ERLs to promptly detect and warn of ecological issues. It addresses improving long-term regulatory mechanisms for ERLs from aspects such as policy and legal system improvement, inter-departmental collaborative management, and public participation in supervision. It clarifies that human activities are generally prohibited in core protection zones of nature reserves within ERLs; outside core zones, development-oriented and production-oriented construction activities are strictly forbidden, with only limited human activities that do not damage ecological functions allowed. It also specifies approval procedures for activities involving ERLs.
