Policy Recommendations for Improving China’s Territorial Space Use Efficiency

This chapter proposes policy suggestions to improve China’s TSUE. Relying on three theoretical underpinnings including spatial heterogeneity, spatial correlation and efficiency’s dynamic evolution, it completes the logical shift from efficiency measurement to spatial governance. Targeted differentiated pathways are formulated for PLES according to their respective constraint conditions. Furthermore, the study categorizes all regions into four categories and matches customized supporting policies correspondingly. From the perspectives of property rights, market mechanisms, planning control and digital governance, this research puts forward feasible institutional safeguards and innovations of policy instruments. The constructed policy framework highlights differentiated arrangement and holistic coordination, which can provide systematic support for the high-quality development of territorial space in China.
