Extending OECD–DAC: Designing Context-Sensitive Evaluation Frameworks for Environmental Peacebuilding

摘要

Environmental peacebuilding is maturing faster than the tools used to judge whether it works. This précis contends that evaluation must evolve in step with the field’s complexity. It argues for extending the OECD–DAC’s evaluation criteria so they can capture the tightly interwoven governance, ecological, and conflict dynamics that shape environmental peacebuilding. It also proposes a more adaptive, context-sensitive, and analytically robust set of supplementary evaluative criteria that address socio-ecological complexity, conflict sensitivity, legitimacy, participation, and long-term resilienceResilience. Through comparative case studies, the planned research will illuminate the causal pathways by which environmental interventions foster cooperation and contribute to “peace writ large,” thereby clarifying how environmental governance supports durable peace.
