Unlike the other cases, Moscow had already established the office of mayor before the Soviet collapse in 1991. The mayor of Moscow was not the natural continuation of the chairman of the executive committee after the Soviet system disintegrated, but the product of an earlier institutional reform undertaken by both the Russian state and the city of Moscow.
