摘要

The collapse of the Soviet Union fundamentally transformed the structure of political authority. Formally, the old system of unified legislative and executive power gave way to one based on the separation of executive, legislative, and judicial authority. In practice, the division between political and administrative power remained unsettled, and sharp disputes and persistent ambiguities persisted among Russia’s top state organs.
