Subnational Contexts of Confucius Institutes: Bridging China and Local Community

This chapter examines the subnational contexts that shape the operation and development of Confucius Institutes in the United Kingdom. It argues that subnational priorities and strategic agendas play a decisive role in producing the diverse operational landscapes of Confucius Institutes across the country. The chapter first considers Scotland, where Confucius Institutes have become entangled in the sensitive tensions between the Scottish Government and Westminster—highlighting how subnational and national considerations may diverge or even conflict. It then draws on the author’s experience of directing the Lancaster University Confucius Institute and its engagement at the county level in Lancashire and at the city level in Lancaster and Blackpool, illustrating how institutes can align with subnational priorities and respond to local needs. By exploring the interplay between subnational dynamics and the role, reception, and impact of Confucius Institutes, the chapter demonstrates how these institutes adapt to local conditions, serving not only as bridges between regions and China but also as meaningful contributors to subnational development.
