Rethinking Confucius Institutes: The Centrality of Local Contexts

This chapter introduces the book by outlining its central question, core arguments, rationale for its focus, and overall structure. It asks: What are the principal factors shaping the development of Confucius Institutes, and to what extent—and in what ways—do they determine their governance, operation, and trajectory? The chapter advances the central argument that local contexts—rather than top-down Chinese directives—play the most decisive role in shaping the development and functioning of these institutes. It also explains why local contexts remain central: to challenge widespread misconceptions about Confucius Institutes, fill gaps in the existing literature, and provide a more nuanced understanding of their realities. Examining local contexts not only advances scholarly debates but also provides broader insights into Confucius Institutes and beyond: for China, lessons on how to engage more effectively with the world; and for host countries, guidance on navigating their engagement with China.
