Feminist Foreign Policy as a Strategy for Status-Signalling–The Indian Perspective

The feminist foreign policy (FFP) discourse has undoubtedly gained traction over the last decade, with several states globally championing gender issues, their merits, and efficacy. In this regard, gender equality becomes an important normative ideal that states often use as a token for status signalling. This chapter aims to explore the various aspects of FFP. Using discourse analysis, this study aims to answer critical questions on how it is construed, whether it has been effective, and the interface of gender equality and status-seeking strategies. On paper, India’s commitment towards gender equality is impressive. Taking a deeper look at India’s relationship with the discourse on FFP and promises for gender equality demonstrates how India’s efforts tend to approach the problem on a superficial level. Does this indicate that gender equality is merely an instrument for signalling its rising status? While gaps in policy and implementation are prevalent, signalling a stronger FFP approach could help India better position itself to fulfil its global power pursuit by prioritising gendered issues and human security. Adopting an effective FFP can also help revitalise necessary shifts in India’s domestic context. Finally, such an approach would help India foster closer ties and champion the cause of gender equality in the global south.
