Hybrid FAHP and TOPSIS Approach to Evaluate and Select a Project Management Office Framework in the Saudi Arabian Airport Industry

摘要

The research developed a Project Management Office (PMO) framework for the Kingdom of Saudi Arabia (KSA) Airport sector. As airports are facing growing complexity because of technological advancements, regulatory demands and strategic national objectives like Vision 2030, traditional project management often proves inadequate. PMOs offered a structured governance model that improves alignment of projects, efficiency and stakeholder coordination, yet their adoption in aviation remains limited. The research applied Fuzzy Analytical Hierarchy Process (FAHP) and Technique for Preference Order by similarity to ideal solution (TOPSIS) to evaluate and rank existing frameworks of PMOs based on criteria specific to airport operations. By incorporating expert input and addressing aviation-specific challenges, the proposed model seeks to improve strategic execution, regulatory compliance and operational efficiency. The findings can contribute to both practical implementation and academic literature, offering context-sensitive and scalable solutions for project governance in the rapidly evolving sector of KSA airports. The research findings show that the Conventional PMO framework has the highest level of alignment with well-established operations and strategic goals, followed by the Agile and the Stage-Gate approaches. The findings highlight the essential importance of project performance management, the deployment of successful change management approaches, and a systematic method for handling risk in the airport operations domain.
