Authenticity, Heritage Management Safeguards and the Future of World Heritage: Post Colonial Heritage Management in South Africa

Heritage management in post-apartheid South Africa is evolving through legal reforms, community inclusion, and sustainability initiatives to safeguard World Heritage values. This chapter introduces Heritage Management Safeguards (HMS), adapted from biodiversity conservation, as a framework for protecting authenticity, integrity, and Outstanding Universal Value (OUV). HMS encompasses policies and mechanisms addressing threats to heritage. Using South African World Heritage sites, the chapter assesses HMS impact and limitations, revealing gaps in integration and implementation. It argues that authenticity must be socially rooted and proposes strategies to enhance HMS effectiveness for inclusive, context-sensitive, and future-oriented heritage management in South Africa.
