Artificial Intelligence and Prospects of China’s Digital Education: International and Cooperation Perspectives

摘要

This chapter systematically reviews the development experiences of global artificial intelligence education and the practice and prospects of China’s “digital education going global”. Firstly, it analyzes the strategic plans, practical paths, and core characteristics of education powers such as the United States, the United Kingdom, Singapore, Finland, Japan, Germany, as well as global southern countries like India, Brazil, and South Africa in promoting artificial intelligence education. It summarizes the common experiences of these countries in strategic leadership, fairness and inclusiveness, teacher development, ethical governance, local implementation, and multi-party collaboration. Secondly, it reviews the historical process of China’s educational opening-up from “importing” to “going out”, showcases the remarkable achievements in policy system, cooperation network, brand projects, and technological empowerment of “digital education going out” led by vocational education, and looks forward to the future development directions in strategic positioning, technology application, cooperation models, brand building, standard leadership, and regional layout. Finally, the article discusses the trends of global education AI ethics and rule governance and points out that China is not only an important practitioner but also an active participant in global governance and should jointly promote the construction of a global education AI governance system that balances innovation and fairness and respects diverse cultures.
