Enhancing Training Framework for a Sustainable Water Future in Africa: The Case of Rand Water in South Africa

This chapter evaluates how Rand Water’s (RW) vocational training programmes address critical and emerging skills needs in South Africa’s water sector. Using a mixed-methods approach, the study combines qualitative insights from stakeholder interviews and document analysis with quantitative survey data to assess training outcomes across four key competency domains, Water Infrastructure Operations and Maintenance, Digital and Technological Skills, Climate Resilience and Environmental Sustainability, and Water Quality Management and Public Health Preparedness. The findings reveal that while experiential learning and infrastructure-related technical skills in maintenance are strong, notable gaps exist in digital literacy, climate adaptation training, and crisis response capabilities. Stakeholders also highlighted limited cross-sector collaboration and fragmented monitoring systems, which hinder systemic progress. Based on ecosystem learning theory and transformative pedagogy, the chapter presents nine strategic recommendations to enhance curriculum alignment, pedagogical innovation, stakeholder engagement, and institutional capacity. These suggestions align with South Africa’s National Skills Development Plan (NSDP), the Water Research, Development and Innovation (RDI) Roadmap, Sustainable Development Goal 6 (Clean Water and Sanitation), and the African Union’s Agenda 2063. Strengthening vocational training through collaborative efforts among diverse actors and adaptive learning strategies is crucial for developing a workforce prepared for the future, capable of fostering water resilience, equity, and innovation across the sector.
