Prospect of Oil and Gas Enterprises Constructing a Low-Carbon Energy Ecosystem in Sichuan and Chongqing

摘要

With the announcement of the “Double Carbon” goal and the development of sustainable awareness, the Chinese energy industry has raised a banner for energy transformation. However, scholars rarely analysed the industrial environment from a PEST analysis perspective. Many researchers have given various answers on how oil and gas enterprises in the Sichuan-Chongqing area can progress under the goal of “Double Carbon” to achieve sustainable development, but a universal solution is to build a low-carbon energy ecosystem in this region. From the management and economics perspectives, this paper relied on official statistics, policy documents, and research papers to implement the following study of achieving a regional low-carbon energy circle. It conducted a PEST analysis of the regional energy transition, and investigated how oil and gas companies can realise energy transition. It also looked forward to the effects of industrial research institutes in constructing a low-carbon energy ecosystem. This research shows the following conclusions. (1) Applying a “Natural Gas+” diversified business model, with natural gas related operations as the main business, fits with the desire for sustainable development and green business. (2) Oil and gas enterprises in the Sichuan-Chongqing area can explored horizontally and vertically in the industrial chain to implement the “Natural Gas+” diversified business model. (3) The Sichuan-Chongqing region is a favourable policy area for the “Natural Gas+” diversified business model. (4) Economic benefits and risks exist, but commercial benefits outweigh the disadvantages. (5) Diversified operations can help companies achieve their social responsibilities better. (6) Sichuan and Chongqing have beneficial technology conditions for multi-energy development, and realistic situations drive technological evolution. (7) Research institutes, starting from technology and resources aspects, should proactively conduct cross-disciplinary research, cross-border cooperation and talent management. (8) Research institutes also need to explore the potential paths of integrating and transplanting current technologies in other energy fields. In summary, it is highly probable for Sichuan-Chongqing oil and gas companies to build a low-carbon energy ecosystem. Industrial research institutes should focus on exploring superseding and new resources, while contribute in original and integrated technological innovations.
