Research on the Industrialization Development Model of Helium Extraction from Natural Gas Under the Perspective of Government-Enterprises Cooperation

Exploring the industrial development model of helium extraction from natural gas is of great significance for promoting efficient development and utilization of helium resources, alleviating contradictions between its supply and demand, and guaranteeing the safety of helium use. This paper constructed the evolutionary game model involving the government, raw materials enterprises and helium extraction enterprises, then solved the equilibrium point of the system, and explored the influence of relevant parameters on the evolution of the system and the strategic choices of each subject through simulation analysis by Matlab, and accordingly identifies the key paths to enhance the willingness of each subject to co-operate. The results indicate that: ① In the process of industrialization of helium extraction from natural gas, the strategic choices of the government, raw materials enterprises, and helium extraction enterprises are mutually influenced, and may evolve into three stable models of “government-enterprise cooperation”, “horizontal cooperation”, and “government incentives” in different situations. ② Government losses is the key behavioral parameter that affects government strategy choices. ③ The overall benefits of helium have the strongest promoting effect on the willingness of both raw materials enterprises and helium extraction enterprises to cooperate; The impact of the profit distribution coefficient exhibits significant strategic heterogeneity, with the willingness of the raw material enterprises to cooperate increasing as the coefficient increases, while the helium extraction enterprises shows a negative response to this; The incentive effect of the proportion of profits from independent helium extraction is relatively limited. It is recommended that governments in helium-rich regions adopt localized strategies to promote the industrialization of helium extraction from natural gas, establish security early-warning and market incentive mechanisms, foster industrial agglomeration, strengthen the independent extraction capabilities of enterprises, and expedite the formation of a diversified and coordinated industrial ecosystem.
