摘要

This study analyzes the development potential and challenges of critical mineral resources in the Arctic. The findings show that the Arctic Circle contains abundant reserves of hydrocarbons and strategic metals, positioning it as a crucial player in addressing global energy security concerns, advancing the transition to sustainable economies, and restructuring international energy supply chains. Nonetheless, large-scale resource extraction encounters substantial obstacles, including the presence of permafrost in extreme climates, technological constraints in polar exploration and extraction methods, and the shifting geopolitical landscape involving Arctic states and stakeholders. To overcome these challenges, this research advocates for a coordinated international framework combining adaptive governance mechanisms, climate-resilient technologies, and multilateral cooperation agreements. Such an integrated approach not only ensures environmentally responsible resource utilization within planetary boundaries but also fosters equitable economic benefits and regional stability across Arctic communities.
