Workforce Education as a Driver of Belt and Road Development Cooperation

This chapter examines the transformative role of workforce education in international development cooperation under the Belt and Road Initiative (BRI), specifically focusing on the partnership between China and Africa. Amid a global shift toward building a community of shared interests, China has transitioned from traditional one-way aid to a modern model centered on technology transfer, talent cultivation, and indigenous capacity building. Africa faces critical structural challenges, including a mismatch between education and labor market demands, stagnant labor productivity, and a youth population dividend that has yet to be fully realized. Utilizing the Triple Helix theory, the chapter analyzes how the synergy between government policy, industrial participation, and academic institutions creates a virtuous cycle for economic growth. Through detailed case studies, including the China-South Africa Agricultural Technology Demonstration Center, technology spillovers from Chinese firms in Ethiopia, and the global expansion of Luban Workshops, this Chapter demonstrates how vocational training and learning by doing can bridge skills gaps and promote local entrepreneurship. While challenges such as cultural differences, global economic uncertainty, and brain drain persist, the chapter argues that systematic workforce development is essential for shifting BRI partner countries from external aid dependence toward sustainable and endogenous growth.
