Policy Frameworks for Capacity Building and Education in Agriculture

摘要

Policy frameworks, capacity building, and education are essential for improving the livelihood of the farmers and achieving sustainable agriculture. Key challenges, including food security, resource management, market access, and climate change, must be addressed through effective policy frameworks, which provide structured approaches for stakeholders and governments. An agricultural policy framework can promote equitable access to land and modern technology, while also ensuring environmental protection and social integration. Capacity building enables farmers and agricultural organizations to acquire knowledge, resources, practical skills, and tools necessary for modern farming. It also supports yield improvement through targeted training programs. Education facilitates the adoption of advanced technologies, enhances problem-solving and critical thinking skills, and deepens understanding of fundamental agricultural concepts. Integrating agricultural education into both formal and informal learning systems strengthens knowledge dissemination and supports the adoption of sustainable, climate-friendly technologies. Collectively, policy frameworks, capacity building, and education establish a robust foundation for growth, resilience, and economic development. Strengthening these areas equips farmers to address global challenges such as market fluctuations, climate change, and overpopulation, thereby supporting long-term food security and rural development. This chapter examines the foundations and evolution of agriculture, as well as its policy frameworks. It also presents government initiatives and institutional mechanisms in Indian agriculture, with a focus on technology-driven and digitally transformed agricultural education. Additionally, the roles of community participation and public–private partnerships (PPP) in capacity building are discussed, along with associated challenges and future directions.
