摘要

This chapter explores the integral role of capacity building and continuous improvement in strengthening quality assurance (QA) systems within higher education institutions (HEIs), particularly in the context of Azerbaijan’s evolving educational landscape. It outlines strategic approaches to identifying training needs, enhancing QA competencies, and fostering a quality-oriented organizational culture to meet the demands of internationalization, digital transformation, and accountability. The chapter emphasizes structured professional development programs, including mentoring, peer learning, and engagement with international QA networks like ENQA and INQAAHE, to build technical and soft skills among QA personnel. It also highlights the importance of systematic monitoring and evaluation, stakeholder engagement, and recognition of achievements to drive institutional learning and resilience. By integrating frameworks such as the Plan-Do-Check-Act (PDCA) cycle and aligning with the European Standards and Guidelines (ESG), the chapter provides a roadmap for HEIs to transition from compliance-driven QA to enhancement-focused systems. Through benchmarking against global good practices and fostering inclusive stakeholder involvement, it underscores how capacity building enhances institutional credibility, supports national development, and positions HEIs for global competitiveness.
