Good Practices and Case Studies

This chapter examines the evolution and implementation of Internal Quality Assurance (IQA) systems in Azerbaijani higher education institutions (HEIs) following the dissolution of the Soviet Union, with a focus on good practices and case studies that demonstrate successful models. Guided by the “State Strategy for the Development of Education in the Republic of Azerbaijan” (2013) and aligned with the European Standards and Guidelines (ESG), the chapter analyzes how HEIs have transitioned from centralized, compliance-driven systems to strategic, outcome-oriented IQA frameworks. Through a systematic document analysis of 12 public and private universities, it identifies key practices such as QA policy development, self-assessment reports, stakeholder feedback, accreditation simulations, and the use of digital analytics. These practices are evaluated for their structure, impact, and transferability, emphasizing transparency, accountability, and stakeholder engagement. The chapter highlights the shift toward a quality culture that integrates data-driven decision-making, continuous improvement, and alignment with labor market needs. By presenting a consolidated framework of tools, methods, and indicators, it offers practical recommendations for institutional leaders and policymakers to enhance IQA systems, fostering institutional autonomy, international recognition, and sustainable educational quality in Azerbaijan.
