Designing an Effective Internal Quality Assurance System/Processes

This chapter provides a comprehensive framework for designing and implementing effective Internal Quality Assurance (IQA) systems in Azerbaijani higher education institutions, aligning with national development goals and international benchmarks, such as the European Standards and Guidelines (ESG). It outlines critical components, including the alignment of QA goals with institutional objectives, the establishment of dedicated IQA units, the development of transparent and accountable QA policies, clear delineation of roles and responsibilities, selection of meaningful key performance indicators (KPIs), and integration with external evaluations. Drawing on global good practices from institutions in Ireland, the United Kingdom, and post-Soviet states like Estonia and Kazakhstan, the chapter emphasizes a participatory, evidence-based quality culture that fosters continuous improvement. By addressing local realities while embracing international norms, the proposed IQA framework aims to enhance institutional credibility, graduate employability, research output, and global competitiveness, positioning Azerbaijani universities as resilient contributors to the European Higher Education Area and beyond.
