Post-Soviet Legacy in Azerbaijani Higher Education

The higher education system in Azerbaijan underwent substantial changes as a result of the Soviet Union’s disintegration in 1991. Higher education institutions in Azerbaijan are still shaped by the post-Soviet legacy in terms of their governance, policies, and organization. This study examines how Azerbaijan’s higher education system has changed over time, the effects of the Soviet Union, and the post-independence changes that aimed to bring the system up to date and in line with international norms. It examines the effects of European educational frameworks like the Bologna Process and talks about issues like governance, quality assurance, and internationalization of education. In order to give readers a thorough grasp of the post-Soviet legacy in Azerbaijani higher education, the paper uses a qualitative examination of policy literature and documents.
