Smart Water Beyond Technology: A Framework for AI–IoT System Implementation in Water-Stressed Regions

摘要

Existing smart water frameworks mostly assume mature governance, abundant digital talent, and easily accessible network data, conditions that are largely lacking in developing countries facing water scarcity. This chapter proposes the AI–IoT–SWIM framework, a governance-focused model explicitly designed for contexts with institutional fragmentation, dispersed populations, conventional paper-based infrastructure, a shortage of human capital, and heavy reliance on energy-intensive desalination. What makes it unique is that it flips the standard tech-first approach by making governance, capacity building, and data availability the prerequisites for digital water initiatives, instead of afterthoughts. In addressing these systemic barriers, the framework facilitates the coordinated, scalable, and sustainable deployment of AI–IoT solutions, transforming reactive and loss-prone water supply systems into proactive and resilient infrastructures. Tailored to Algeria, where there is no national framework for smart water, it represents the first fundamental step toward smart cities, establishing a bottom-up approach that incorporates digital intelligence into essential urban services. Future research can build on this model to broaden integration to energy, transportation, and municipal services, fostering a holistic, data-driven, and institutionally resilient urban ecosystem. Modular and replicable, this framework offers policymakers in the MENA region and other developing contexts a politically viable and technically sound path toward sustainable and smart urban infrastructure.
