This chapter examines sovereign green bonds as a pivotal public-sector instrument aligning national financing with climate and sustainability goals. It offers a conceptual overview of sovereign green bonds and contrasts them with corporate green bonds in terms of credit risk, issuer credibility, governance structures, investor incentives, and disclosure obligations. Tracing the evolution of the sovereign green bond market, the chapter highlights first movers (e.g., Poland and France), the rise of emerging market issuers (e.g., Nigeria, Chile), and the advent of large-scale programs in major economies (Germany’s innovative twin bonds and China’s inaugural sovereign issue). Drawing on recent issuance data and academic literature, we analyze financial pricing dynamics—including evidence of a modest “greenium”—alongside investor reception marked by oversubscription and dedicated demand. We discuss credibility mechanisms like external verification and post-issuance reporting in sustaining investor confidence. The chapter also examines market behavior during crises: the COVID-19 shock, periods of fiscal stress, and sovereign debt restructurings. We explore how sovereign green bonds fared amid volatility and how instruments such as green bond swaps and debt-for-nature transactions have emerged to link debt relief with climate action, with special attention to China’s role as a creditor in such initiatives. Finally, we compare regulatory governance and green bond standards across regions—from the EU’s taxonomy-aligned framework to China’s catalog-based approach and the largely voluntary regime in the US—and consider implications for the credibility of the sovereign green label. The chapter concludes that sovereign green bonds are more than just labeled debt: they serve as a policy signal and market benchmark, catalyzing broader sustainable finance markets and embedding climate accountability into sovereign funding strategies.
