Power Secondary System Correlation Risk Analysis and Risk Control

As the nerve centre of power grid operations, the secondary power system has long faced fragmented risk management across multiple disciplines (relay protection, automation, communications, and network security), with unclear pathways for the transmission of cross-system associated risks, leading to difficulties in coordinated risk control. This paper proposes a risk analysis approach that starts with external devices or systems and risk sources (system factors, equipment factors, operational factors), combines typical scenarios to identify prominent associated risks, and summarises key associated risks. Finally, using the communication system as an example, the paper conducts an application case analysis to validate the effectiveness of this method.
