The Techno-Strategic Axis: Scripting the Future of India-Middle East Cooperation

This chapter investigates the profound transformation of India-Middle East relations, analyzing the paradigm shift from a traditional reliance on hydrocarbons and labor migration to the formation of a robust ‘Techno-Strategic Axis.’ As Gulf nations accelerate post-oil diversification strategies and India solidifies its position as a global digital powerhouse and a hub for technological growth, their trajectories have converged on shared imperatives of security and innovation. The chapter delineates how this cooperation is actively scripting a new regional future through collaboration across critical domains, including supply chains, artificial intelligence, the renewable energy transition, cybersecurity, and other emerging technologies. Furthermore, the chapter evaluates the geopolitical resonance of this axis through the lens of minilateral constructs like the I2U2 grouping (comprising India, Israel, the UAE, and the USA) and the India-Middle East-Europe Economic Corridor (IMEC). It argues that these frameworks are not merely economic conduits but strategic tools that reshape regional connectivity and counterbalance external hegemonic pressures. By integrating India’s digital public infrastructure and demographic scale with Middle Eastern capital and energy leadership, this partnership is redefining the region’s techno-security architecture.
