Study and Exploration on the Evaluation and the Practice of Resilient City in China

With the rapid development of cities, the operation of cities is becoming increasingly complicated, which makes cities prone to become the place where disasters and accidents occur. Resilient cities can better adapt to changing environment, cope with uncertain risks, and achieve safe and sustainable development. The construction of resilient cities has been incorporated into the national economic and social development in China. It is of great significance to explore the construction methods of resilient city, and study the science, technology and management issues of urban resilience. In this paper, the urban resilience model and evaluation techniques were studied, a triangular basic model was proposed to reveal the core elements and essential characteristics of resilient city, quantitative analysis model of urban resilience and evaluation model of infrastructure resilience were constructed. The index system of multi-dimensional safety resilience assessment and the evaluation methods and standards of urban resilience index suitable for Chinese cities were established. The method for community resilience stress testing was proposed, which can evaluate the urban resilience under specific disasters. Based on GIS system, the resilient city evaluation and comprehensive integrated management platform including multi-source heterogeneous data integration and fusion, model integration and deduction, resilience enhancement analysis and intelligent decision-making was developed, and demonstration applications were carried out. The results provide favorable scientific and technological support for decision-making of urban safety management and construction of resilient cities.
