“Global South” and Tourist Visa Measures

This chapter examines the role of travel visa measures from the perspective of the Global South. In essence, Travel visa regimes function as sovereign regulatory instruments designed to manage cross-border mobility in pursuit of national security and public order objectives. The chapter provides a systematic analysis of visa regimes, examining their historical evolution, conceptual foundations, and operational characteristics. By analyzing these characteristics—including broad jurisdictional scope, diversified application contexts, and procedural flexibility—the chapter demonstrates their indispensable regulatory function in safeguarding national security. On the whole, how to better manage the relevant personnel in the region is an important factor to realize the security and stable development of the “Global South” countries. The types of these personnel are more complex, and the types of management also need to take into account the identity attributes of different groups. These differentiated regulatory practices collectively constitute contemporary visa governance frameworks, the main purpose of which is to ensure the security and order of the movement of persons between different countries, so as to realize the normal operation of economic and trade development between countries, this is particularly important in the case of the “Global South”.
