FinTech projects face frequent business changes, tight market windows and evolving compliance demands challenges, where static schedule tools underperform. To enhance project management effectiveness, we propose a System-Dynamics schedule governance model linking five subsystems including process, scope, resources, targets and performance system, to capture the nonlinear dynamic interactions within projects. Using data from a large financial digital-intelligent platform, the model was validated through simulation. We run policy experiments on five subsystems. Results show that the model and strategies are effective on early change discovery, timely regulatory response, early staffing with moderate experienced redundancy, and reasonably aggressive targets. This research provides FinTech project managers with a dynamic, quantitative decision-support tool.
