This chapter provides a comprehensive overview and analysis of existing aspects and issues that are related to the research project. The current researchers review literatures, theories and studies to identify the central issues in the field of teachers’ PD and ICT in ELT that support the study and provide evidence for the need of further research development to fill in the research gap. The SALSA process introduced by Booth et al. (Systematic Approaches to a Successful Literature Review, SAGE Publications, 2021) was used to help literature review for this project. The SALSA process includes four generic stages, namely Search, Appraisal, Synthesis, and Analysis. By exploring, comparing, and mapping the relevant issues, we positioned the study within both global and local Vietnam contexts, as well as providing a plausible foundation for the trajectory to the answers of the research problems. To ensure key concepts in the research are shared with the same understandings and interpretation without ambiguity or confusion, definitions of terms are first provided.
