This chapter asserts that the transformation of the “Rong’ou”’s operational mechanism is a result of ongoing reconciliation between national strategies and the economic development planning of the Chengdu municipal government. Among these factors, a crucial element influencing the change in its operational mechanism is the shift in Chengdu’s urban positioning. This chapter attempts to explain the changes in Chengdu’s positioning and the impact on the operation mechanism of the “Rong’ou” train service under different national strategies at different times.
