Over the past decade, the deployment of artificial intelligence (AI) in the military domain has garnered increasing attention in national and international scholarly and policy discussions. A growing number of States are developing national strategies for integrating AI into military operations. Simultaneously, the work of ongoing international initiatives and the recent launch of several high-level deliberations highlight the urgent need to address both the risks and opportunities presented by military AI. Despite significant efforts, international governance discussions have plateaued at the stage of defining high-level principles. This stagnation, in part, can be attributed to the fact that core questions about the practical application of normative principles remain unanswered. This chapter identifies a key obstacle at the heart of the gridlock in international governance discussions: the issue of responsibility. By centring the issue of responsibility, this chapter reframes ongoing conversations and brings to the forefront difficult but unavoidable dilemmas. In doing so, it demonstrates how the weaknesses in the primary focus areas of existing international governance initiatives are anchored in responsibility issues, thereby exposing the critical questions that remain unaddressed in governance.
