Big Technology Platforms and Digital Services of General (Economic) Interest

This contribution provides an overview of the interaction between Big Tech business-led developments and services of general (economic) interest. It notes three ways of a thickening relationship between Big Techs and the public domain: some services of Big Tech companies might be seen as public-service-like market services; Big Tech companies are entering ‘classical’ public services; and government services are (becoming) dependent on services provided by Big Tech companies. This takes place in a rapidly changing technological context of an increasingly digitally-mediated society. A normative idea is proposed that in this context, a public service is a service to which access is deemed necessary to live a full life as a citizen. The above leads to questioning whether the existing EU legal framework needs updating, to fit these technological and societal developments and to protect the EU’s notion of protection of public services.
