摘要

In Croatia, measures for criminalising hate speech have evolved over time, guided by European standards. They have been widely accepted, but the practical implementation present challenges. Although important steps have been taken, certain research indicate a high prevalence of hate speech in everyday life. Public opinion views the efforts to suppress it as ineffective. The number of convictions is rather low, so the case law is very limited to further clarify hateful expressions. Some areas, such as political speech, hate speech in sports and online hate speech are recognized as requiring tailored solutions.
