The Role of Strategic Communication in Relation to Security Culture and Societal Resilience. The Case of Ukraine

The triadic relation Strategic Communication—Security Culture—Societal Resilience is the optimal response to the conceptual blurring and to the fog of ambiguity that the hybrid confrontation entails. Although this triadic relation has been highlighted by numerous studies, most of them have usually highlighted only one of its component elements and have insisted on the role of institutional and instrumental preconfiguration. Strategic Communication (StratCom) is, however, a concept that addresses the cognitive level of the confrontation and assumes an organic or process approach and orchestral coordination (or directing) of information flows, irrespective of their nature. The case of Ukraine is the best example as regards the quasi-simultaneity of the institutional and organic implementation of the societal resilience, developed through the war. This article aims at highlighting the organicity of the aforementioned triadic design with an emphasis on strategic communication, in connection with the other layers of society’s protection against hybrid threats, illustrated with the case of Ukrainian Strategic Communication and Societal Resilience.
