Hybrid Threats for Republic of Moldova Generated by the Russian Military Invasion in Ukraine

Hybrid threats, blending traditional military strategies with non-traditional methods such as cyber-attacks and disinformation campaigns, have become increasingly prevalent in today’s complex geopolitical landscape. The Republic of Moldova, frequently targeted by such tactics, faces significant vulnerabilities exacerbated by Russian disinformation efforts. This paper explores the multifaceted nature of hybrid threats and their impact on Moldova’s national security, focusing on the role of disinformation as a tool of hybrid warfare. Russian propaganda narratives, portraying Moldova as a failed project and undermining its sovereignty and democratic aspirations, pose significant challenges. Geopolitical tensions and regional dynamics further complicate Moldova’s resilience efforts, intensifying the spread of disinformation and fostering anti-EU sentiments. As Moldova braces for the challenges of 2024, including EU accession negotiations and presidential elections, the threat of hybrid warfare looms large. Efforts to combat disinformation include legislative and institutional reforms, such as the National Security Strategy and the Law on Cybersecurity, aimed at enhancing coordination and resilience. External support from the EU and other partners strengthens Moldova’s capacity to counter hybrid threats, emphasizing media literacy, cybersecurity, and strategic communication. In conclusion, Moldova must bolster its resilience against hybrid threats by strengthening legislative and institutional frameworks, enhancing strategic communication, and promoting media literacy. International cooperation and support are crucial in developing effective strategies to mitigate the impact of hybrid threats and safeguard Moldova’s sovereignty and democratic aspirations amidst a complex and evolving geopolitical landscape.
