This chapter deals with goal and problem-finding systems. First, their functions in the context of situation assessment are shown. This is followed by an explanation of what a goal system is and what kind of goals we can distinguish. The explanations are rounded off with an example of a goal system. Finally, the problem-finding system is explained, and two types of problem-finding systems are distinguished. As an example, the early warning system by Parfitt and Collins is presented.
