Among experts it is a rarely expressed but nevertheless long undisputed assumption that the development of sufficiently safe and highly or fully automated vehicles and their safe operation is completely impossible solely based on currently—or in the foreseeable future—available safety-relevant technical standards, regulations, and laws. This assumption manifests itself in numerous regional, national, and global projects that are intended to enable the (standardized and generally recognized and accepted) validation of such systems. This chapter examines the extent to which this assumption can be justified on the basis of currently available standards and regulations.
