Between 1980 and 1994, the number of prison inmates in the United States tripled from 319,598 to 999,808, and during the same period, the number of convicted criminals released on parole increased from 1.3 million to over 3.6 million. In 1991 alone, about 45% of state prisoners were on parole at the time of their most recent crimes. Under community supervision, these prisoners committed at least 218,000 violent crimes, including 13,200 murders and 11,600 rapes (more than half of child rapes) (Waleed 2017). Based on these facts, it can be concluded that imprisonment alone neither represents a learning process nor leads to non-violence. On the contrary, the emphasis on the recurrence of criminal tendencies is highlighted.
