Plaintiff insurer issued 2 policies to Third Party insured to cover the latter’s liability for NVOCC security deposit. The policies provided that Plaintiff would pay the economic compensation which should be paid by the insured pursuant to the judgment or verdict made by the judicial institution or award made by the arbitral institution and the judicial or arbitral institution, through judicial procedure, required the transport administration department of the State Council to assist in the enforcement of judgment, verdict or award against the security deposit of the insurer within the period of coverage under the policies.
