Franco-German Impulses for the Security and Defense of the EU

“France is our closest partner; the United States of America is our most important partner.” This sentence, which I frequently heard from German political leaders during my three years in Berlin as Defense Attaché at the French Embassy, explains Germany’s position toward its most important Western allies quite simply and rather clearly. To my knowledge, there is no equivalent phrase on the French side—Paris presumably simply does not feel the need to hierarchize its relationships with Berlin and Washington.
