Germany and France will foreseeably have to overcome a dual challenge in the coming years: First, the Russian invasion of Ukraine has definitively buried the European peace order. Even after a ceasefire in Ukraine, Russia will continue to threaten European security, particularly that of EU and NATO partner states in Northern and Eastern Europe. In addition, the foreign and defense policy planning of the governments in Berlin and Paris is further complicated by the looming reduction or termination of US security guarantees on the European continent.
