In 1997, the Committee on Economic, Social and Cultural Rights (CESCR) issued General Comment 7 on the right to housing, and specifically on the issue of forced evictions. In it, the committee made a remarkable statement on the value of procedure to international human rights. “Appropriate procedural protection and due process”, the committee stated, were “essential aspects of all human rights”.
