This chapter examines the global evolution of gender equality and women’s empowerment (GEWE) in development cooperation. From the UN Decade for Women to the SDGs, it traces milestones such as the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and gender mainstreaming. Despite rising ODA commitments and policy innovations like the Gender Marker, structural inequalities and entrenched cultural barriers persist. Evaluations reveal uneven donor performance, often limited to micro-level gains rather than transformative outcomes. While gender equality is now central to governance and development discourse, progress remains fragile and context-dependent, requiring more coherent, sustainable, and systemic interventions.
