The emphasis of this cluster is problem-oriented. Three major crises—the climate crisis, the COVID-19 pandemic and the transformation in the context of the “Zeitenwende”—were linked to a variety of policy changes. Starting with a diagnosis of polycrises (and “polycleavage”, Zeitlin et al. 2019; “Politics in times of Polycrisis” as main theme of the DVPW congress 2024 by the German Political Science Association) and the permanence of crises, the concrete actions of key policy actors are the focus of political science analysis.
