The fact that it is only at first glance surprising that there is little policy change on most policy issues and that policy stability prevails was discussed in the previous two chapters. It is in this more nuanced perspective that the political and government actors behind the processes of policy change come into play. In the competition for political and media attention, interest groups come into focus alongside politicians and other policy actors.
