Disengagement and Deradicalization Efforts: State Versus Civil Society Approaches

This article provides an overview of the four state-run exit programs focused on Islamism within German security agencies, which offer exit support either directly or, in one case, indirectly through a civil society organization. It also explores the pros and cons of state versus civil society actors in tertiary prevention efforts. It has been observed that state-run exit programs tend to have structural advantages. The critique that state programs have higher barriers to entry cannot be definitively proven or disproven by scientific evidence. Instead, there are indications that lead to speculation in either direction. The role of security authorities can, with proactive outreach, also present advantages for an exit program. Ultimately, the effectiveness of exit work relies more on the personal qualities and skills of the exit facilitators rather than their affiliation with state or civil society organizations.
